Where they differ
Plovdiv runs warmer through the year, with daytime highs of 5-31°C against Sofia's 4-28°C, and it has 1 beach within reach where Sofia has none, though neither has sea warm enough for swimming.
Sofia holds more of nearly everything: about twice as many restaurants near the centre and a wider range of kitchens, twice the museums plus 1 UNESCO-listed site within day-trip reach, about three times as many nightclubs, and many more attractions near the centre for children. Protected land covers 12% of the surrounding area against 5% around Plovdiv.
Where they are alike
Neither city offers sea swimming. No month brings sea at 21°C or more in either, and Sofia has no beach nearby at all, so a summer trip is spent on land in both.
Their weather is close too: both are warmest in August and coldest in January, both get a little over 2200 hours of sunshine a year, and both swing from hot summers to cold winters. What you pack for one works for the other.
Which traveller are you?

Families are better served in Sofia too, with far more attractions near the centre and about twice as much central park space. Neither city has a theme park, so days lean on parks and streets.
Anyone chasing heat and a smaller place should choose Plovdiv: a city of 334,000 rather than 1.2 million, with highs of 31°C in August and the drier late summer of the two.
What the numbers don't tell you
The value comparison between these two carries no information: the figure is a national price level, identical for both by construction, so nothing here says which city is cheaper. The €77 daily budget beside it is one national estimate rather than a measurement of either place, so treat it as a country average and check real prices for your dates.
Plovdiv's edge on swimming is thin: no month brings sea at 21°C or more in either city, so the nearby beach is not a reason to book. And Sofia's best-rated summer months are also its wettest, with 78mm in June, so warm does not mean dry.

Sofia's strongest stretch is July and August, milder at 28°C for anyone who would rather not walk in serious heat. Early summer is the trade-off, with 78mm of rain in June. Winter days reach only 4°C, but they are noticeably drier than Plovdiv's, which matters if you are out on foot.
