Where they differ

Belgrade has many times as many bars and clubs as Kotor, most of them near the centre, so evenings have somewhere to go. It also packs many times as many notable places within walking distance, and a much wider range of kitchens, so a few days on foot fill themselves.

Kotor's advantage is water. It has 50 beaches nearby against Belgrade's 9, and five months of sea at 21°C or more, which Belgrade cannot offer at all. Highs reach 33°C in summer against Belgrade's 30°C.

Where they are alike

The national price estimates for the two countries land close together, €99 for Serbia against €95 for Montenegro, so neither trip is set apart by the published cost of eating and sleeping.

Both are warm in summer and cool in winter, with Belgrade's year running 5-30°C and Kotor's 11-33°C, so neither is a year-round proposition. Each also has a modest share of protected land nearby, slightly more around Kotor.

What the numbers don't tell you

The daily budget figures are national price levels, €99 for Serbia and €95 for Montenegro, not measurements of Belgrade or Kotor. A capital and a heavily visited coastal town can both sit well away from their country's average, by more than the gap between the two figures, so nothing here says which city costs more.

Kotor's beach strength comes with a calendar. The warm sea and the driest weather arrive in the same weeks, and the resident population is 562, so the months worth swimming in are the months everyone else has picked. Its quieter shoulder months are the wettest of the year.

Belgrade's warm stretch runs May to September, with highs of 24-30°C. Rain falls through the year and peaks in June at 95mm, so a summer afternoon can break; winter highs of 5°C are the reason to stay away.

Kotor is a summer proposition: the sea passes 21°C from early summer, and July is the driest month at 38mm. Autumn and winter bring the heaviest rain of the two by far, 256mm in November, and mild days do not make up for it.
