Where they differ
Kotor is the coastal option: 50 beaches nearby where Sarajevo has none, and 5 months when the sea sits at 21°C or more. Its sights are few and scattered, but the swimming season is real.
Sarajevo is the denser city. Far more notable places lie within walking distance of the centre, so days need less planning. It has about three times as many restaurants near the middle, many more places to drink and about three times as many nightclubs, most of them central rather than scattered.
Where they are alike
Both run on the same calendar: August is the warmest month in each and January the coolest, with Kotor reaching 33°C at the height of summer and Sarajevo 28°C. Neither works as a warm-weather trip outside that middle stretch.
Day trips are modest either way, with limited protected land around both, and neither has a theme park within reach. The kitchens cover a similar range in each, so dinner differs in choice rather than in kind.
Which traveller are you?
If you are travelling to swim, only Kotor qualifies: 50 beaches nearby and a sea at 26°C in late summer. Sarajevo has no coast at all, and nothing that stands in for one.
A traveller who wants museums, dinner options and a night out on foot should take Sarajevo: many more museums, about three times the restaurants near the centre, and bars and clubs clustered in the same area.
Families do better in Sarajevo, with roughly twice as many attractions near the centre and far more park space, though neither city has a theme park within reach. Kotor answers only with the beaches.
What the numbers don't tell you
The data carries a daily cost for Kotor, about €95 a day, and none at all for Sarajevo. No price comparison between the two is possible: nothing here shows which is the cheaper trip. The value ranking rests on a different measure that both cities share.
Kotor's beach advantage is narrow in time. The sea passes 21°C for 5 months, and the driest, warmest weeks are the ones everyone else books. Outside them, rain runs above 140mm in most months, when the beach count means little.

Sarajevo spreads its rain evenly, 66-91mm in every month, so pick it on temperature alone. High summer reaches 28°C, while May and October, near 17-21°C, suit walking without Kotor's autumn downpours.
