Where they differ

What the numbers don't tell you
The daily budget figures, €99 for Serbia and €76 for Albania, are national price levels for restaurants and hotels, not measurements of Belgrade or Tirana. A capital can sit well away from its country's average, by more than the gap between the two figures, so they do not tell you which of these two cities will cost you more.
Belgrade's 9 beaches sit on rivers, so a strong-looking count comes with no sea season, and Tirana's swimming is the reverse: warm water, but no beach in the city itself. Its mild winter reads well until you see the rain, at 172mm in November.
