Where they differ
Bruges is the more compact of the two: somewhat more tourist attractions near the centre than Frankfurt, museums grouped tightly enough to cover on foot, and coast within reach, its water at 19°C at the warmest.
Frankfurt is the broader city. About 28% of the land around it is protected against 2% around Bruges, with roughly twice the park space near the centre. It also has about three times as many places to drink, many more nightclubs, and about three times as many notable places within walking distance of the centre.
Where they are alike
The national price level behind each trip is much the same: an estimated daily budget of €180 in Belgium and €163 in Germany, an indication of restaurant and hotel costs across each country rather than of either city.
Beyond that they match on climate and on what families get. Winters sit near 5-6°C, each has one month at 40mm of rain or less, neither has a month of sea at 21°C or more, and both have theme parks within reach and parks near the centre.
Which traveller are you?
A traveller with two or three days and a preference for walking will do better in Bruges: its attractions and museums sit close together around the centre, so a visit needs little planning and no transport.
Anyone who builds an evening around eating and drinking should take Frankfurt, with roughly three times as many restaurants and places to drink near the centre, and many more nightclubs.
Families, and anyone wanting countryside between city days, want Frankfurt too: 28% of the surrounding land is protected against 2% around Bruges, with twice the park space near the centre and 2 theme parks within reach against 1.
What the numbers don't tell you
The daily budget figures, €180 for Belgium and €163 for Germany, are national estimates of restaurant and hotel prices, not measurements of either city. A heavily visited small city, or a large financial one, can sit further from its own country's average than these two national figures sit from each other, so the gap tells you nothing about which trip costs more.
Coastal access also reads better than it feels. Bruges's water is warmest at 19°C late in summer, which is when rain is heaviest, and neither city has a month of sea warm enough for comfortable swimming.
When should you go?

Bruges is at its best from June to August, with highs of 20-22°C and the sea at 19°C, though these are also its wettest months at 74-79mm. Late spring is drier but noticeably cooler, with April the driest month at 35mm.
Frankfurt's warm run is longer and its summers hotter, reaching 21-26°C at the peak, and it stays drier into early autumn: September holds 21°C on 50mm of rain against Bruges's 72mm. Neither is a winter destination.
