Where they differ
Bruges keeps its offering within walking reach: the museums cluster tightly around the centre and nearly all the bars are close by, while in Paris only about half the drinking places sit near the centre.
Paris has many times as many restaurants near the centre, many times as many bars and nightclubs, and many times as many notable places within walking distance. Museums are far more numerous as well, and there are 3 theme parks within reach against Bruges's 1.
Where they are alike
The two sit closest on cost: the national daily budget estimates behind them are close, €180 in Belgium against €160 in France, so price is not what separates these trips.
Neither is a swimming destination: sea temperatures never reach 21°C in either place, and the beaches nearby are incidental to a visit. Both run on the same weather pattern, cold winters and mild summers, and each has a single month at 40mm of rain or less.

What the numbers don't tell you
The daily budget figures, €180 and €160, are national estimates of restaurant and hotel price levels for Belgium and France, not measurements of Bruges or Paris. A capital and a heavily visited small city can each sit well away from their own country's average, by more than the gap between the two figures, so read them as background rather than a comparison of what a week in either city costs.
There is no sunshine figure for Paris: no weather station near the city records it, so that side of the weather comparison is unmeasured rather than low, and the monthly picture there rests on temperature and rainfall alone.
When should you go?

Bruges is at its best in July and August, with highs of 22°C and the sea near 19°C. Those are also its wettest months, close to 79mm, and the rain keeps up through autumn.
Paris runs warmer through the summer, reaching 26°C, and September still holds 22°C with less rain than Bruges gets then. May is the wettest month in Paris at 75mm, so late spring is the weaker patch in an otherwise long warm season.
