Where they differ
Bruges packs far more tourist attractions into the area around its centre, and its museums sit tightly together, so days work on foot. It also runs slightly drier, with one month at 40mm or less where The Hague has none.
The Hague puts the sea 3km from the centre with 34 beaches nearby, against 14km and a single beach at Bruges. It has about twice as many notable places within walking distance, three times the park space near the centre, and 8% of the surrounding land protected against 2%.
Where they are alike
Both sit in the same weather band, with daytime highs of about 6-22°C across the year and a sea reaching 19°C at best. Neither has a hot summer or a mild winter.

What the numbers don't tell you
The Hague's coastal advantage is narrower than the beach count suggests: the sea tops out at 19°C, so swimming is a matter of tolerance, and the two warmest months are also among the wettest, near 85mm. Bruges's one beach sits 14km from the centre, a day trip rather than an afternoon.
The daily budget figure is a national estimate of restaurant and hotel prices, not a measurement of either city, and the two national figures are all but identical. A heavily visited small city and a large seat of government can each sit well off their country's average by more than that gap, so cost stays unresolved.

The Hague earns its trip in July and August, the only stretch when highs of 21°C and a sea of 19°C make the beaches worth it; both months are wet, near 85mm. Autumn and winter suit neither, with 78-84mm a month and highs of 6-10°C.
