Where they differ
Brussels has many times as many restaurants near the centre and a much wider range of kitchens, many times as many bars and clubs, and roughly twice as many museums, with 10 UNESCO-listed places within day-trip reach against Heidelberg's 4. What the numbers don't tell you
The daily budget figures, €180 and €163, are national estimates for Belgium and Germany, not measurements of either city. A capital and a smaller city can each sit far from their country average, by more than the gap between the two figures, so neither can be called the cheaper trip on this basis.
Brussels is wettest in the months people most want to visit: August brings 90mm, so the best-ranked months are not the driest. And the park space near its centre is not countryside: only 6% of the land around it is protected.
