Where they differ

Stuttgart offers more of everything urban: about twice as many restaurants near the centre and twice as many notable places within walking distance, roughly three times as many places to drink and many times as many nightclubs, most of them central, plus about three times as much park space close in.
Where they are alike
Neither is a swimming destination. Heidelberg counts 6 beaches nearby and Stuttgart 3, but both are inland and neither has a month of sea at 21°C or more.

What the numbers don't tell you
The value comparison between these two carries no information. It is a national price level applied identically to both by construction, so it cannot tell you which city costs more. The €163 daily budget beside it is one national estimate rather than a measurement of either place, and your real spend will turn on season and neighbourhood.
Both peak in July and August, which are also among the wettest months in each, near 80mm. Summer looks best on warmth alone, and the rain does not stop for it. The nearby beaches sit beside no usable sea anywhere in the year.
