Where they differ
Brussels is the stronger city for indoor culture: many times as many museums as Strasbourg, and 10 UNESCO-listed places within day-trip reach against Strasbourg's 1. Evenings are broader too, with many times as many bars and nightclubs, most of them near the centre, and about twice as many notable places within walking distance of the middle.
Strasbourg is the better base for getting out of town: 37% of the surrounding land is protected against 6% around Brussels, so walks and countryside days start closer to the door.
Where they are alike
Neither city is a swimming destination. Brussels has no beaches nearby, and while Strasbourg has 9, neither has a month of sea at 21°C or more, so water is incidental to either trip.
They are also close on cost and climate. The national budgets behind them, €180 in Belgium against €160 in France, sit near each other, and both are inland cities with cool winters and warm summers, so the best weather falls in the same months.

What the numbers don't tell you
The daily budget figures are national estimates of restaurant and hotel price levels, one per country, not measurements of Brussels or Strasbourg. A capital or a heavily visited city can sit further from its own national average than the two countries sit from each other, so the gap between them says nothing about what either city will actually cost you.
Strasbourg's drier winter reads well, but 34-35mm in January and February arrives with highs of 5-7°C, and dry is not warm. Its 9 beaches are inland water, with no month of sea at 21°C or more in either place.

Strasbourg holds a warmer stretch from June into September at 22-26°C, with lighter summer rain of 61-72mm. Its winters are much drier, around 34-35mm in January and February, which makes an off-season visit more workable.
