What the numbers don't tell you

The daily budget figures, €77 for Bulgaria and €99 for Romania, are national price estimates for restaurants and hotels, not measurements of either capital. A capital can sit well away from its own country's average, by more than the gap between these two figures, so they cannot tell you which city costs more on the ground.

Bucharest's 3 nearby beaches do not add up to swimming: neither city has a month with sea warm enough for it. And its best-rated months include August at 31°C, when shade and park space, which Sofia has more of near the centre, matter most.

Sofia holds up better in high summer, staying near 28°C in July and August while rain eases to 64mm and 56mm. More of its months stay at 40mm or less as well. Both winters are cold and worth avoiding.
