What the numbers don't tell you
The daily budget figures, €99 for Romania and €125 for Greece, are national estimates of restaurant and hotel price levels, not measurements of Bucharest or Thessaloniki. A capital or a heavily visited city can sit further from its own national average than the two countries sit from each other, so treat the gap as background, not as a reason to choose.
