The daily budget is a national estimate, €163 for Germany and €180 for Belgium, a price level for restaurants and hotels rather than a measurement of either city. It cannot see how far a heavily visited city sits from its own country's average, and that difference can exceed the gap between the two figures.
Warmth and water mislead in opposite directions here. Ghent's sea never reaches 21°C, so swimming is a short and cool proposition even at its peak. And in both cities the warmest months are also the wettest, Cologne's summer running to 81mm, so a warm month is not a dry one.
