Where they differ

The daily budget figures, €155 and €138, are national estimates for the two countries, the price level for restaurants and hotels rather than a measurement of either town. Either place can sit well away from its own country's average, by more than the gap between the two figures, so treat them as background.
Rovinj's beach strength rests on four months of warm sea, and the town has about 13,000 residents, so the season concentrates on a small place, and the beach count says nothing about how busy they get. Como's warmest months are also among its wettest, so its best weather window is not a dry one.
