What the numbers don't tell you
The daily budget figures, €155 for Italy and €160 for France, are national estimates of restaurant and hotel price levels, not measurements of Como or Strasbourg. The gap between them is small, and a single visited town can sit further from its own country's average than that, so treat them as background rather than a reason to pick one.
Both places list beaches nearby, yet neither has a month of sea at 21°C or more, so those counts do not add up to a swimming holiday. In Como's case the warmest months are also the wettest of the two.
