Where they differ
Cordoba has many more tourist attractions near its centre, which is what makes it the easier city with children; park space close in is similar in both. It also runs warmer, 15-37°C across the year against Valencia's 17-31°C.
Valencia has 12 beaches where Cordoba has none, and five months of sea at 21°C or more. It also has around three times as many restaurants near the centre, a wider range of kitchens, and far more bars and nightclubs.
Where they are alike
Both are heritage cities with 2 UNESCO-listed places within day-trip reach. Valencia has more museums, but Cordoba's sit tightly around the centre, so either can be covered on foot.

What the numbers don't tell you
The value comparison between these two carries no information: the figure is a national price level, identical for both by construction, and the €122 a day beside it is one national estimate rather than a measurement of either city.
Weather figures cut both ways: Cordoba's driest months are its hottest, at 37°C, so the rain-free stretch is not the comfortable one, and Valencia's sea is swimmable for five months, which is also when its beaches are busiest. Cordoba's advantage with children rests on attractions near the centre rather than anything purpose-built; neither city has a theme park within reach.

Valencia's usable season is longer, June to September, with highs of 28-31°C and sea at 22-26°C, warm enough to swim. September is the catch, the wettest month at 70mm, so earlier in that window is the safer bet for beach days.
