Where they are alike
Neither city is a swimming destination. Both are inland, with no sea at all: Dresden has 22 beaches nearby and Heidelberg 6, but these are an extra on a warm day rather than a reason to choose either.

What the numbers don't tell you
The value comparison between these two carries no information: the price level is a national figure, identical for both by construction, and the €163 a day beside it is one national estimate rather than a measurement of either city. Neither is the cheaper trip on this evidence.
The best months are also the wettest in both, with 80mm in July, so a warm booking is not a dry one. And Heidelberg's protected land lies around the city rather than in it, so using it means transport and planning, while Dresden's park space is near the centre and its beaches sit nearby rather than in town.
