What the numbers don't tell you
The daily budget figures, €138 for Croatia and €72 for North Macedonia, are national price levels for restaurants and hotels, not measurements of either city. A heavily visited small town and a capital can each sit far from their own country's average, by more than the gap between these two, so read them as country context.
The two also look alike on year-round weather, which hides very different winters: Dubrovnik holds 11°C in January while Skopje drops to 5°C. And Dubrovnik's beach strength falls in the same few months as its best weather, so the sea is warmest exactly when the town is busiest.

Skopje is best in September, with 26°C days and 32mm of rain, and May and June also work. Midsummer pushes to 32°C, and Skopje stays drier than Dubrovnik through autumn.
