What the numbers don't tell you
The daily budget, €138 against €76, is a national price level for restaurants and hotels in each country, not a measurement of either city. A heavily visited coastal town and a capital can both sit well away from their own national average, by more than the gap between the two figures, so treat it as background rather than a comparison of what these two trips cost.
Dubrovnik's beach strength peaks in the weeks that are also the hottest and busiest, and the calmer shoulder months bring heavy rain, above 140mm. Tirana's outdoor appeal is parks, not coast; the sea is a 26km trip.
