Where they differ

Innsbruck answers with landscape and compactness: 31% of the land around it is protected against 28% around Frankfurt, its museums sit tightly around the centre, and the year brings more sunshine.
Where they are alike
Neither is a swimming destination: neither has a month when the sea is warm enough for it, so the beaches nearby are incidental rather than a reason to book.

What the numbers don't tell you
The daily budget figures, €163 and €160, are national price levels for restaurants and hotels, not measurements of either city. A big city and a much smaller one can each sit well away from their country's average, by more than the small gap between these two figures, so treat them as background rather than a reason to choose.
Innsbruck's larger beach count means little when neither city has a month of sea warm enough to swim in, and its warmest months are also its wettest, at 119-144mm through the three midsummer months, so hot days there carry more rain than the same weeks in Frankfurt.
