What the numbers don't tell you
The daily budget figures are national price levels for restaurants and hotels, not measurements of Genoa or Munich. A large or heavily visited city can sit well above its own country's average, and that gap can be wider than the difference between the two national figures, so they say nothing about which city costs more.

Genoa's window is June to September: highs of 25-28°C, sea at 22-25°C and very little rain, 12mm at the height of summer. Autumn turns wet, over 100mm a month, though the sea stays swimmable into October.
Munich's warmest months, at 23-25°C, are also its wettest, with rain heaviest in early summer; take a jacket and plan indoor time. September is the steadier compromise, 20°C, drier than the summer it follows, and still warm enough for parks and terraces.
