Where they differ

What the numbers don't tell you
No cost comparison is possible here. The dataset carries no daily budget for either city, and the value figure is a national price level, so it is identical for the two by construction. It tells you nothing about whether one trip will cost more than the other.
Glasgow's edge on swimming rests on the sea being 3km from the centre, not on conditions: neither city has a month with sea at 21°C or more, and Manchester's larger set of beaches sits well outside town. Rain differs in degree rather than kind; neither has a month at 40mm or less, so wet days are likely whenever you go.
