The daily budget figures, €163 and €181, are national price levels for restaurants and hotels, not measurements of Hamburg or The Hague. A capital or a heavily visited city can sit well away from its country's average, by more than the gap between these two figures, so neither tells you which trip costs more.
A large beach count is not a swimming season. The Hague's sea reaches 19°C at its warmest, and neither city has a month of sea at 21°C or more; that peak falls in the wettest part of summer, so warm water and dry days do not always coincide.
