Where they differ
Heidelberg is the one for open country: 52% of the land around it is protected against 6% around Salzburg, so walks and drives out of town start close by, and 4 UNESCO-listed places sit within day-trip reach against Salzburg's 3.
Salzburg packs about twice as many notable places into walking distance of the centre, so less of the day goes on transport. It also has somewhat more places to drink and about twice as many nightclubs, most of them central.
Where they are alike

What the numbers don't tell you
The daily budget, €163 and €160, is a national price level for restaurants and hotels in each country, not a measurement of either city. A city can sit well above or below its own national average, by more than the gap between these two figures, so nothing here says which trip costs more.
Beach counts also mislead. Both cities have inland water nearby, but neither has a month with water at 21°C or more, so those are not swimming trips. And Heidelberg's protected countryside is reached by getting out of town, while Salzburg's green space is near the centre.
