Where they differ

Innsbruck is the better base for days out of the city: 31% of the land around it is protected against 6% around Turin, so open country starts close to town. Its drinking places are few, but nearly all sit near the centre, so evenings stay walkable.

Turin has many times as many places to drink and about three times as many nightclubs, though only about half are near the centre. It also has roughly twice as many museums, and 4 UNESCO-listed places within day-trip reach against Innsbruck's 1.

Where they are alike

A city can sit well away from its own national average, by more than the gap between these two, so neither number tells you which trip will cost more.
