The verdict

Choose Kotor if the sea is the point: 50 beaches within reach where Sofia has none, water at 26°C in August, and a warmer year overall.

Choose Sofia if you want a city that works on foot and after dark, with far more places to eat, drink and visit close to the centre, and no coast at all.

Where they differ

Kotor has the sea: 50 beaches where Sofia has none, and 5 months with water at 21°C or above. It runs warmer year-round, 11-33°C against Sofia's 4-28°C, and has 3 UNESCO-listed places within day-trip reach against Sofia's 1.

Sofia is the stronger city stay: many times as many bars and clubs as Kotor, most near the centre, more attractions for families, far more park space, and many more notable places within walking distance.

Where they are alike

Both cities run on the same calendar. Each is warmest in August, each has a long warm summer, and each drops into a cool winter, with comparable annual sunshine, 2412 hours and 2253 hours.

Both countries also carry a modest national daily budget, under €100 a day in each case, and both cities give heritage travellers something to work with: museums close to the centre and UNESCO-listed places within day-trip reach.

Which traveller are you?

Anyone travelling for the water should take Kotor. It has 50 beaches within reach against none in Sofia, and 5 months when the sea sits at 21°C or more, peaking at 26°C in August.

A weekend built on eating and going out points to Sofia, which has many times as many restaurants, bars and clubs as Kotor, a somewhat wider range of kitchens, and most of it walkable from the centre.

Families are better served in Sofia too: more attractions and much more park space near the centre, plus a slightly larger share of protected land around the city. Neither has a theme park.

What the numbers don't tell you

The daily budget figures, €95 for Montenegro and €77 for Bulgaria, are national estimates of restaurant and hotel prices, not measurements of Kotor or Sofia. A small coastal town and a capital can both sit a long way from their country's average, by more than the gap between the two figures, so neither number tells you what your trip will cost.

Kotor's beach strength arrives in a narrow window: the swimmable sea and the driest months are the same months, and a town of 562 residents absorbs that demand. Sofia's family case rests on parks and attractions near the centre, not on a theme park, which neither has.

When should you go?

The figures behind each month. Each row is shaded against that destination's own year, so the deepest cell is its best month for that measure and the palest its weakest. Shades are not comparable between the two rows.

Temperature and rainfall are thirty-year climate normals, averaged over the years shown. Kotor: 1991-2020 normals, Podgorica / Golubovci (39.9 km from centre). Sofia: 1991-2020 normals, Sofia Observ. (7.3 km from centre).

WorseBetter

Kotor is at its best in high summer: highs of 30-33°C and rain down to 38-56mm from June to August. Autumn and early winter are the problem for a trip built around the water, with 162-256mm falling in a single month.

Sofia's window is wider, May to September, with highs of 21-28°C and its wettest month, June, at 78mm. Winters are cold, 4°C in January, but dry, so an off-season city break still works on foot.

The busiest departure cities for these two, with a place kept for each other part of the world. Busiest means arriving passengers where an official count exists, and where none does, the number of non-stop services flown: official route statistics are published by the European reporting countries and by nobody else, so a table ranked on them alone would offer a reader in New York or Tokyo ten European cities. Flying times are estimated from the distance between airports, and every row is a city flown non-stop to both. Where the typical offer connects anyway, the stops are shown. Under each figure is the airport the flight lands at and how far that is from the centre, because the nearest airport is not always the one a route is flown to. Where both columns name the same airport it is one flight, and the difference between the two is the distance printed beside it. Typical return fares for 2026-08 to 2026-10, cached market data up to 7 days old. The figure is the middle half of the offers found, so a single price means they agreed and a range means they did not; for a typical route that middle half spans about a quarter of the median, and for the least settled routes rather more than the median itself.
