Where they differ

Sofia is the stronger city stay: many times as many bars and clubs as Kotor, most near the centre, more attractions for families, far more park space, and many more notable places within walking distance.
Where they are alike
Both cities run on the same calendar. Each is warmest in August, each has a long warm summer, and each drops into a cool winter, with comparable annual sunshine, 2412 hours and 2253 hours.
Both countries also carry a modest national daily budget, under €100 a day in each case, and both cities give heritage travellers something to work with: museums close to the centre and UNESCO-listed places within day-trip reach.

Families are better served in Sofia too: more attractions and much more park space near the centre, plus a slightly larger share of protected land around the city. Neither has a theme park.
What the numbers don't tell you
The daily budget figures, €95 for Montenegro and €77 for Bulgaria, are national estimates of restaurant and hotel prices, not measurements of Kotor or Sofia. A small coastal town and a capital can both sit a long way from their country's average, by more than the gap between the two figures, so neither number tells you what your trip will cost.
Kotor's beach strength arrives in a narrow window: the swimmable sea and the driest months are the same months, and a town of 562 residents absorbs that demand. Sofia's family case rests on parks and attractions near the centre, not on a theme park, which neither has.

Kotor is at its best in high summer: highs of 30-33°C and rain down to 38-56mm from June to August. Autumn and early winter are the problem for a trip built around the water, with 162-256mm falling in a single month.
Sofia's window is wider, May to September, with highs of 21-28°C and its wettest month, June, at 78mm. Winters are cold, 4°C in January, but dry, so an off-season city break still works on foot.
