Where they differ
Kotor is the stronger swimming base, with 50 beaches nearby against 4, though the sea starts 0km from both centres, and its restaurants cover a somewhat wider range of kitchens.
Thessaloniki is the more urban trip. It has many times as many bars and clubs, and while Kotor's few sit close to the centre, about half of Thessaloniki's do. What the numbers don't tell you
The daily budget figures, €95 and €125, are single national estimates of restaurant and hotel price levels, not measurements of either city. A small coastal town and a large port city can each sit far from their own country's average, so the gap between those two figures tells you little about what a week in either will actually cost.
