Where they differ
Ljubljana has about twice as many restaurants near the centre and a much wider range of kitchens, about three times as many bars and clubs, and three times as many notable places within walking distance. Around it, 13% of the land is protected against 6% around Mostar, with far more park space near the centre.
Mostar is the warmer and sunnier of the two, with daytime highs of 9-33°C across the year against Ljubljana's 4-28°C, and roughly 2400 hours of sunshine a year against about 1960. Its centre is compact.
Where they are alike
Neither is a place to swim. Both list a handful of beaches within reach, 10 near Ljubljana and 7 near Mostar, but neither has a month with sea at 21°C or more.

This data carries no daily cost figure for Mostar, so the two cannot be compared on price at all. Ljubljana's day comes to about €131. The value ranking here is built from a different measure that both cities have, not from what a day costs, so read it as no guide to Mostar's prices.
And a warm month is not a dry one here. Mostar's driest stretch is also its hottest, at 33°C, hard going for walking, while its most comfortable weather in spring and early autumn arrives with much heavier rain. Ljubljana runs the other way: its best months are among its wettest.

Ljubljana is at its best from June to August, with highs of 26-28°C, though rain runs above 120mm all summer and early autumn is wetter again. Midwinter highs stay near 4°C, so winter is a short-day city break rather than an outdoors one.
Mostar is better in May and September, at 25-27°C, either side of midsummer highs of 33°C. Its driest stretch is high summer, falling to 54mm, while late autumn and early winter turn very wet, close to 200mm.
