Where they differ
Plovdiv holds about twice as many museums as Tirana, which gives a heritage-led trip more to work with, and its summer is the drier of the two, with 25-40mm in July and August.
Tirana is the better base for families and for evenings: many times as many tourist attractions near the centre, somewhat more park space, and about twice as many places to drink, though the two have a similar number of nightclubs. It also has swimming within reach, with sea at 21°C or more well into autumn, where Plovdiv has none.
Where they are alike
Both top out at the same summer heat, with highs of 31°C in the warmest month, and both get more than 2,200 hours of sunshine a year.
Both are walkable in the same way: the restaurants, bars and notable places sit close to the centre in each, Tirana simply with more of them. Both have protected land around them for day trips, 11% near Tirana and 5% near Plovdiv, and neither has a UNESCO-listed place within day-trip reach.

Anyone travelling for eating and drinking should pick Tirana, which has about twice as many restaurants near the centre and about twice as many bars, with a somewhat wider range of kitchens; club numbers are similar in both.
What the numbers don't tell you
The daily budget figures, €77 and €76, are national price levels for restaurants and hotels in each country, not measurements of Plovdiv or Tirana. A capital or a heavily visited city can sit far from its own country average, by more than the gap between these two figures, so neither city reads as the cheaper trip on this evidence.
Tirana's swimming advantage is sea temperature rather than a beach in the city: it has none nearby, and Plovdiv's single beach comes with no sea season at all. Tirana's mild winter is also its wettest, with January among the heaviest months at 143mm.

Tirana holds the shoulder months better: its sea stays at 21°C or more into October and winter days reach 12°C. The trade is rain, with November the wettest month at 172mm and the wet stretch running through winter.
