Where they differ

Salzburg has many times as many notable places within walking distance of its centre, many more museums, and 3 UNESCO-listed places within day-trip reach against Rovinj's 1. It also has more restaurants near the centre and a wider range of kitchens.
Where they are alike
Weather is where the two sit closest. Both peak in July and are coldest in January, and neither has a month at 40mm of rain or less.

What the numbers don't tell you
The daily budget figures, €138 and €160, are national estimates of restaurant and hotel price levels for the two countries, not measurements of either city. A small coastal town and a heavily visited city can each sit far from their national average, by more than the gap between these two figures.
The beach count is a summer asset. Rovinj has 55 beaches and about 13,000 residents, so the months when the sea is warm are also the months the crowd arrives. Salzburg's warmest months are its wettest, so its strongest window is not a dry one.
