Where they differ
Rovinj is the simpler place to swim: the sea is 1km from the centre against 4km in Venice, and there are 55 beaches nearby against 20. It also has about twice as many nightclubs, though Venice has far more places to drink.
Venice has many times as many notable places within walking distance and many times as many museums, plus 5 UNESCO-listed sites within day-trip reach against Rovinj's 1. Families get many times as many attractions near the centre and about twice as much park space.
Where they are alike
Weather is where the two sit closest. The year runs on much the same curve, with daytime highs of 9-29°C in Rovinj and 8-30°C in Venice, and the same cold start and hot midsummer in each.
Swimming is comparable as well: both have four months of sea at 21°C or more, warmest in late summer. Neither works as a base for wild country, with only a small share of the land around each protected.

What the numbers don't tell you
The daily budget, €138 for Rovinj's country and €155 for Venice's, is a national estimate of restaurant and hotel prices, not a measurement of either city. A heavily visited city can sit well above its own national average, so a gap this small says nothing about which trip will cost you more.
Warm and dry are not the same months here. The best swimming weeks are followed straight by the wettest, with autumn totals above 100mm in both. And Rovinj's long list of beaches belongs to a town of 13,000 people, in the same weeks everyone else wants the water.

Rovinj's window runs June to September, with highs of 24-29°C and the sea at 26°C in August. Autumn then turns heavy, and November is the wettest month of its year.
Venice comes good earlier, in May, when highs reach 24°C and the rain has not yet built up. Its start to the year is drier, near 36mm, where Rovinj's is wetter, which matters if you are travelling out of season. Autumn is wet in both, though Venice's totals sit below Rovinj's.
