Where they differ
Sarajevo's strength is heritage: about three times as many museums as Tirana, and one UNESCO-listed place within day-trip reach where Tirana has none. Its notable places also cluster tightly, with more of them within walking distance of the centre.
Tirana leads outdoors and after dark: 11% of the surrounding land is protected against 2% around Sarajevo, with roughly three times the park space near the centre, about twice as many places to drink and three times as many nightclubs, most of them central.
Where they are alike
Value is where they land closest together, which makes it the least useful thing to choose on: neither stands out against the other here.
Their weather rhymes more than the extremes suggest: January is the coolest month in both, both peak in summer, and neither has a month at 40mm of rain or less. Both also keep their main interest near the centre, walkable rather than scattered.

Someone who plans days around museums should take Sarajevo: roughly three times as many as Tirana, one UNESCO-listed place within day-trip reach, and a centre compact enough to cover on foot.
Anyone travelling for food and late nights should pick Tirana: about three times as many restaurants near the centre, a wider range of kitchens, and far more bars and clubs, most of them central.
Families and walkers do better in Tirana, with three times the park space near the centre, more attractions close in and 11% of the surrounding land protected. Neither city has a theme park or a beach nearby.
What the numbers don't tell you
No cost comparison is possible here. The dataset carries a daily figure only for Tirana, about €76 a day, and none for Sarajevo, so nothing tells you whether one trip works out dearer than the other. The value ratings rest on a different measure the two share; read them as a ranking, not a price tag.
Tirana's warm water is not at the city: there is no beach nearby, so swimming means travelling out. Its mild winters are also its wettest, above 140mm from November to January, and July and August reach 31°C, which is a lot for a day spent walking.
When should you go?

Temperature and rainfall are thirty-year climate normals, averaged over the years shown. Sarajevo: 1991-2020 normals, Sarajevo-Bejelave (2 km from centre). Tirana: 1961-1990 normals, Tirana (3 km from centre).
Sarajevo is best from June to August, when highs run 25-28°C and rainfall eases to 66-75mm in July and August. May, at 21°C, suits cooler walking. December and January highs of 4°C make winter a hard sell.
Tirana's season is longer. July and August are hot at 31°C and much the driest, 43-55mm, while September holds 27°C with the sea at 24°C. Winters stay mild at 12-13°C but are the wettest months of either city, above 140mm from November to January.
