Where they differ
Sofia has many times as many museums as Tirana, plus one UNESCO-listed site within day-trip reach where Tirana has none. It also has somewhat more restaurants near the centre and a wider range of kitchens, and rather more notable places within walking distance of the centre.
Neither city has a beach of its own, but Tirana puts you within reach of sea at 21°C or more for five months, peaking near 25°C in August. It also runs warmer through the year, 12-31°C against Sofia's 4-28°C.
Where they are alike
On nature and day trips the two are close. Protected land makes up 12% of the area around Sofia and 11% around Tirana, so both give you countryside within a day's reach, though Sofia has twice as much park space near the centre.
Both keep their nightlife close to the centre, both have a similar number of tourist attractions near the centre and neither has a theme park within reach, and in each the notable sights sit within walking distance.

If your days are shaped by museums and heritage, Sofia is the clearer choice: many times as many museums as Tirana, one UNESCO-listed place within day-trip reach, and more notable sights inside a walkable centre.
If you want warmth and water, Tirana. The sea within reach holds 21°C or more for five months, and daytime highs stay near 12°C even in the coldest weeks, so a winter trip still works.
Families are close to a tie. Neither city has a theme park within reach and both have a similar number of attractions near the centre, but Sofia has about twice as much central park space.
What the numbers don't tell you
The daily budget figures, €77 and €76, are national estimates of restaurant and hotel prices for each country, not measurements of Sofia or Tirana. Capitals rarely sit on their national average, and the distance between a capital and that average can be larger than the gap between the two countries, so treat them as country context only.
Tirana's warm sea is not on its doorstep: neither city has a beach nearby, so swimming means a day out. Sofia's warm season also opens with its heaviest rain, 78mm in June, so an early-summer trip can be wetter than the temperatures suggest.
When should you go?

Sofia is at its best in July and August, with highs of 28°C and rain down to 56-64mm after a wetter June. Winter is the weak point, with highs of 4°C in January, and the shoulders either side are cool rather than warm.
Tirana holds up over a longer season, from May to October. Midsummer is its driest window, 43-55mm, though highs reach 31°C. Winters stay mild but very wet, above 140mm a month.
