Where they differ
Aarhus is the milder-wintered, with daytime highs of 4-22°C across the year against Oslo's 0-23°C, and three months at 40mm of rain or less where Oslo has none. The sea is 0km from its centre and its museums sit close around it.
Oslo is far denser: many times more notable places within walking distance of the centre, about twice as many restaurants and drinking spots, three times as many nightclubs and museums, more attractions and park space for families, and 22% of nearby land protected against 2%.
Where they are alike
Both are swimming cities in the same limited sense. The sea meets the centre in Aarhus and sits 1km from Oslo's, and both peak at 18°C in August, so neither offers a month of genuinely warm water.

Which traveller are you?

What the numbers don't tell you
The daily budget figures, €214 and €203, are national estimates of restaurant and hotel price levels, one per country, not measurements of Aarhus or Oslo. A capital or a heavily visited city can sit further from its own national average than these two figures sit from each other, so the gap says nothing about what either trip costs.
No weather station near Aarhus records sunshine hours, so that figure is missing rather than low, and its monthly picture rests on temperature, rainfall and sea temperature alone; the sunshine side of the comparison is unmeasured. Likewise, Oslo's 163 nearby beaches count for less when the sea peaks at 18°C.

Aarhus is the better bet either side of summer. Spring runs dry, with 33-37mm of rain from February to April, and October still reaches 12°C with 68mm against Oslo's 10°C and 94mm. September holds 17°C and sea at 15°C.
Oslo's window is narrower and centred on June and July, when highs reach 20-23°C, marginally above Aarhus. August is its wettest month at 104mm against Aarhus's 74mm, and by November highs fall to 4°C, so late autumn is thin there.
