Where they differ
Amsterdam has many times as many bars and clubs, most of them near the centre. Around it, 21% of the land is protected against 2% around Bruges, so open country is within reach for day trips, and it has 33 beaches nearby against Bruges's 1. Notable places also cluster more thickly within walking distance of the centre.
Bruges puts the sea closer, 14km from the centre against 24km, keeps more park space near the middle, and gets 1900 hours of sunshine a year against Amsterdam's 1693.
Where they are alike
Weather is where they sit nearest. Both run from 6°C in January to 22-23°C at midsummer, both warm to a sea of 19°C in August, and neither reaches proper swimming warmth. Rain turns up in every month in both.

What the numbers don't tell you
The daily budget figures are national estimates of restaurant and hotel price levels, not measurements of either city. A capital and a heavily visited town can each sit well away from their country's average, by more than the tiny gap between the two national numbers, so they tell you nothing about which trip will cost more.
The months that rate best are also the wettest in both cities, so a warm week is not a dry one. And Amsterdam's beach count sits behind a 24km trip to water that never reaches 21°C.

Bruges is the better pick from autumn through winter and into early spring. Midwinter highs match at 6°C, but Bruges stays drier, 59mm in January against 71mm, and its April at 35mm is the driest month either city sees.
