Where they differ
Antwerp is the better city for eating out, with many times as many restaurants near the centre and a much wider spread of kitchens. It also has many times as many bars and nightclubs, most of them within walking distance.
Heidelberg trades that for open country: about half the surrounding land is protected, against 7% around Antwerp, so walks and day trips start at the edge of town. Antwerp, though, has about three times as much park space near its centre.
Where they are alike
Neither is a swimming destination. Heidelberg has 6 beaches within reach and Antwerp 1, but no month at either brings sea at 21°C or more, so water is a side note rather than a plan.

What the numbers don't tell you
The daily budget figures, €180 and €163, are national estimates of restaurant and hotel price levels, not measurements of either city. A city can sit well above or below its own country's average, by more than the gap between these two, so treat them as background rather than as a reason to pick one.
Antwerp's warmest months are also its wettest, August at 90mm, so the summer that reads best on paper is the one most likely to be interrupted. Heidelberg's nature advantage is measured on the land around the city rather than inside it, and its beaches come without a warm-sea month.
