Where they differ
Antwerp is the better city for eating out, with about twice the number of restaurants near the middle and a broader spread of kitchens. Its heritage is easier to cover on foot, with museums grouped tightly around the centre, and 9 UNESCO-listed places sit within day-trip range against Stuttgart's 3.
Stuttgart holds about twice as many museums, though they are more spread out, and it is far better placed for countryside: 51% of the land around it is protected against 7% around Antwerp, plus more park space close in.
Where they are alike
Neither is a swimming destination. Stuttgart has 3 beaches nearby against Antwerp's 1, but neither has a month of sea at 21°C or more, so water is at best an afternoon's diversion rather than a reason to book.

What the numbers don't tell you
The €180 and €163 daily budgets are national price levels for restaurants and hotels, not measurements of Antwerp or Stuttgart. A heavily visited city can sit well above its own country's average, by more than the gap between these two figures, so neither number tells you which trip will cost more.
