Where they differ
Belfast puts the water closest, with the sea 1km from the centre against Liverpool's 2km, and its smaller stock of bars and clubs keeps the centre calmer after dark.
Liverpool has more museums, grouped more tightly around the centre, and two UNESCO-listed places within day-trip reach against Belfast's one. It has roughly twice as many places to drink and about three times as many nightclubs, and beach access is wider: 34 beaches nearby against Belfast's 10, with a warmest sea of 17°C rather than 14°C.
Where they are alike
Weather is where the two sit closest. Both share a coolest month with highs of 7°C, summers that stop short of hot, and rain spread across the year: neither has a month at 40mm or less.

What the numbers don't tell you
The value figures here are a national price level, the same for both cities by construction. They say nothing about what either trip costs, and the data carries no daily budget for either city, so no cost comparison between the two is possible at all.
Beach counts describe access, not swimming: neither city has a month with the sea at 21°C or more, and Belfast's water is warmest in September, once the air has begun cooling. The weather side has a similar catch, since neither has a month at 40mm of rain or less, and Belfast's warmest months are among its wetter ones.

Liverpool's summer runs warmer and drier, with July highs of 21°C on 60mm of rain, less than Belfast sees that month, and the sea at its warmest in August, 17°C. Both turn wet through late autumn, so a trip outside summer trades warmth for rain.
