The value comparison between these two carries no information: that figure is a national price level, identical for both by construction, and the €163 a day beside it is one national estimate rather than a measurement of either city. Costs in a capital of 3.78 million and a city of 530,000 are unlikely to match, and the data does not say which way.
Beach counts refer to lakes rather than coast, so they say little about swimming; neither city has water warm enough to plan a beach trip around. The warmest months are also the wettest, July most of all, so the best month for warmth is not the driest.
