Where they differ
Bled sits in a country whose national daily estimate is €131 against €248 for Lucerne's, so the price level you meet is likely to be of a different order. Evenings are quiet: very few places to drink, almost nothing in the way of clubs.
Lucerne has many times as many restaurants near the centre and a much wider range of kitchens, so eating out is a choice rather than a default. It also has many times as many bars and nightclubs, most of them near the centre.

The daily budget figures, €131 and €248, are national estimates of restaurant and hotel price levels, not measurements of Bled or Lucerne. Small, heavily visited lake towns can sit a long way from their own country's average, in either direction, so the gap between the two national numbers is not evidence about what either place will cost you.
The months that come out best are also the wettest. Bled's summer peak coincides with its heaviest rain, up to 139mm in August, and Lucerne's warm months carry a similar load. Likewise, a nearby beach count says nothing about water temperature: neither town has warm swimming water.
