A heavily visited city can sit further from its own country's average than the two figures sit from each other, so use it only as a starting point.

Geneva's many nearby beaches look like a summer asset, but no month in either city brings water to 21°C or more, so that count says more about access than about swimming. And Bologna's driest months are also its hottest, while its warm September carries 75mm of rain.
