What the numbers don't tell you
Value here is a national price level, identical for both by construction, so the value comparison between these two cities carries no information. The €122 daily budget beside it is one national estimate rather than a measurement of Cadiz or Toledo, and neither can be called the cheaper trip.
Cadiz's beach advantage also hides a narrow window: the sea is warm enough for only three months, and the mildness that makes its year look even is concentrated in its wettest stretch, 73-89mm from October to December. Toledo's warmth cuts the other way, at 35°C in July and August.
