Where they differ
Cologne leads on the outdoors: 53% of the land around it is protected against 7% around Lucerne, with far more park space near the centre. What the numbers don't tell you
The daily budget figures, €163 and €248, are national price levels for restaurants and hotels, not measurements of Cologne or Lucerne. A heavily visited city can sit well above its own country's average, by more than the gap between these two figures, so neither number tells you what a trip to either city will actually cost.
The warmest months are also the wettest. Cologne's summer peak carries its heaviest rain, and Lucerne takes more rain in late spring and summer than at any other time of year, so the strongest months on paper are not the driest ones to walk around in.
