Where they differ
Cordoba runs hotter, with daytime highs of 15-37°C across the year against Lisbon's 15-28°C, and it holds more park space near the centre. Its museums cluster tightly around the old core, so the heritage it has can be covered on foot in a day.
Lisbon has 24 beaches within reach where Cordoba has none, many times as many restaurants near the centre and a much wider range of kitchens, many times as many museums, and about three times as many notable places within walking distance of the centre.
Where they are alike
Neither country's price level settles this decision: the national estimates for restaurants and hotels, €122 in Spain and €109 in Portugal, sit close together.

What the numbers don't tell you
A strong beach showing and a strong weather showing are both annual averages. Lisbon's beaches come with water that only peaks at 19°C in September, after the warmest months, so swimming is bracing rather than the reason to go. Cordoba's even weather figure covers a summer too hot for long walks and a wet, dark end to the year.
The daily budget, €122 for Spain and €109 for Portugal, is a national price level for restaurants and hotels, not a measurement of either city. A capital or a heavily visited city can sit further from its own country's average than these two figures sit from each other.
