Where they differ
Dubrovnik has 43 beaches nearby and five months when the sea reaches 21°C or more; Sofia, inland, has neither. That is the whole of its lead here, and it shapes the trip around the water.
Sofia has many times as many bars and clubs near the centre, most of them within the same walkable area, and far more green space: 12% of the surrounding land is protected against 4% around Dubrovnik, with much more park close to the centre.
Where they are alike
Summer reads much the same in both: August highs of 29°C in Dubrovnik and 28°C in Sofia, and January the coolest month in each. The difference sits at the edges of the year, not in high summer.
Both keep their notable places close together and walkable from the centre, and both have museums and UNESCO-listed sites within day-trip reach, so a few days without a car works in either.

Families are better served in Sofia, with about twice as many attractions near the centre and far more park space, though Dubrovnik has 1 theme park within reach and the beaches to go with it.
What the numbers don't tell you
The daily budget figures, €138 for Croatia and €77 for Bulgaria, are national price levels for restaurants and hotels, not measurements of either city. A heavily visited coastal town and a capital can each sit far from their country's average, by more than the gap between these two, so read them as background only.
Dubrovnik's beach advantage is concentrated: the months with sea at 21°C or more are exactly the busiest ones in a town with a small resident population, and the quieter shoulder months are also the wettest. Sofia's winter is dry, but with highs near 4°C that dryness buys little.

Sofia's season runs a little wider, May to September, with highs of 21-28°C and rain peaking at 78mm in June. Winter is drier than Dubrovnik's but cold, highs near 4-5°C, so it is a spring-to-autumn city rather than a year-round one.
