What the numbers don't tell you
The daily budget figures, €155 and €160, are national estimates of restaurant and hotel price levels, not measurements of either city. A heavily visited city can sit far from its country's average, by more than the gap between these two, so this says nothing about which trip costs more.
Marseille's beach advantage is narrower than the count suggests: the sea only passes 21°C at the very end of summer, which is also when the coast is busiest. In Florence, autumn stays warm but brings over 100mm of rain a month, so daytime highs alone will not tell you how the days feel.
