Where they differ
Frankfurt is the better base for getting out of the city: 28% of the land around it is protected against 7% around Ghent, and there is somewhat more park space near the centre. Ghent is the one with coast access, 8 beaches nearby against Frankfurt's 4, though neither has sea warm enough for reliable swimming.
Where they are alike
Eating out is where they are level. Frankfurt has about twice as many restaurants near the centre, while Ghent spreads across a much wider range of kitchens, so both give you plenty of choice, in different forms.
Costs land in the same place too, with national estimates of €163 and €180 a day. The weather is close as well: both are mild rather than hot, and both have exactly one month with 40mm of rain or less.

What the numbers don't tell you
The daily budget figures, €163 and €180, are national estimates for the two countries, not measurements of Frankfurt or Ghent. A large or heavily visited city can sit well away from its country's average, by more than the gap between these two figures, so neither tells you which trip will cost more.
Ghent's beach count is about access, not swimming: the sea peaks at 19°C and neither city has a month of sea at 21°C or more. Frankfurt's protected land lies around the city rather than in it, so its nature advantage counts only if you plan days out.
When should you go?

Ghent is best in late spring. April is its driest month at 35mm, and May brings 17°C. The sea only reaches 19°C at the end of summer, and from autumn the rain stays above 70mm a month, which is when Frankfurt pulls ahead.
