Where they differ
Frankfurt is the stronger evening city: roughly twice as many places to drink and about three times as many nightclubs, and most of them sit near the centre, where in The Hague around half do. By day it also has many times as many tourist attractions close in, which suits short stays with children.
The Hague answers with the coast: 34 beaches nearby against Frankfurt's 4, the sea reaching 19°C in August, 7 theme parks within reach against 2, and more park space near the centre.
Where they are alike
Eating out separates them least. Frankfurt has somewhat more restaurants near the centre, The Hague a somewhat wider range of kitchens, so either way the choice is broad.
They are close on heritage and on how compact the centre is: each has 4 UNESCO-listed places within day-trip reach, and both keep their notable buildings walkable, Frankfurt simply with more of them. The two national price estimates sit near each other as well.
Which traveller are you?
Families with young children: The Hague, for the coast and the open space. Its 34 beaches, a sea at 19°C in August and 7 theme parks within reach outweigh Frankfurt's larger stock of attractions near the centre.
A weekend of museums and late nights: Frankfurt. Around twice the museums, twice the drinking places and three times the nightclubs, most of them near the centre, so evenings need little planning and less travel.
Walkers and day-trippers: Frankfurt again. 28% of the surrounding land is protected against 8% around The Hague, though The Hague has more park space near the centre for shorter outings.
What the numbers don't tell you
The daily budget, €163 for Germany and €181 for the Netherlands, is a national estimate of restaurant and hotel prices, not a measurement of either city. A capital or a heavily visited city can sit well away from its own country's average, by more than the gap between these two figures, so neither city can be called the cheaper one on this basis.
The Hague's beach strength describes access, not bathing conditions: the sea only reaches 19°C at its August peak, which is also among its wettest months. Frankfurt's warmest months are likewise its wetter ones.
When should you go?

Frankfurt is the better bet from May to September, when it is reliably the warmer of the two, with highs of 21-26°C. Rain is spread fairly evenly across its year, and April is the driest month either city has, at 38mm.
The Hague peaks later and lower. July and August bring 21°C and a sea of 18-19°C, its only swimming window, but they are also its wettest months, near 85mm. Spring is drier, with April at 42mm, though cooler.
