Where they differ
Geneva packs more into walking distance: about three times as many tourist attractions near the centre, more park space and more restaurants, so days with children need less planning. It also has 43 beaches nearby against Stuttgart's 3.
Stuttgart is the better base for getting out of the city: 51% of the land around it is protected against 27% around Geneva, and it has more museums and more UNESCO-listed places within day-trip reach. The national price levels behind them are €248 a day in Switzerland against €163 in Germany.
Where they are alike
Neither is a swimming destination. Both are inland, and neither has a month with water warm enough to swim in comfortably, nothing reaching 21°C, so any swimming is a hot-day extra rather than a reason to go.
They are also close on nightlife, museums and weather. Each has a similar number of bars and clubs, most of them near the centre, both hold a solid spread of museums, and daytime highs run about 5-27°C across the year in both.

What the numbers don't tell you
The daily budget figures, €248 for Switzerland and €163 for Germany, are national price levels for restaurants and hotels, not measurements of Geneva or Stuttgart. A heavily visited city can sit away from its country's average, by more than the gap between the two figures, so treat this as background rather than a forecast of what your trip costs.
Geneva's 43 beaches are lake shore, and no month brings water warm enough for easy swimming, so the count promises more than the season delivers. Stuttgart's strength lies in the protected land around it, which means reaching it needs transport out of the city, and its centre holds fewer sights.

Geneva's clear window is June and July, when highs reach 24-27°C and the lake shore is usable. Rain is not on your side, though: those months bring 77-81mm each, and autumn is wetter still, so wet afternoons are likely.
Stuttgart is the steadier choice across the rest of the year. February to April stays drier, at 33-43mm against Geneva's 55-66mm, which makes early-season walking more reliable; September is still warm at 21°C on about 49mm, and winter days are similarly cold in both.
