What the numbers don't tell you
The daily budget figures, €155 for Italy and €160 for Austria, are national price levels for restaurants and hotels rather than measurements of either city. A city can sit well away from its own country's average, by more than the gap between these two, so read them as country context and not as a reason to choose.
Genoa's beach advantage concentrates into the same short summer when its weather is warmest and driest, which is also when everyone else arrives. Innsbruck's warmest months are its wettest, at 119-144mm, so temperature alone will not tell you how a summer week there plays out.
